 Electronic Monitoring employs radio frequency technology linking a transmitter attached to an offender's ankle by a tamper-proof strap. This communicates with a modem attached to the offender's home telephone line. The purpose of Electronic Monitoring is to verify the degree of the offender's compliance with the conditions of Home Detention. The monitoring device records the offender's activity when entering and leaving his residence, and generates reports which document the compliance or noncompliance with the established curfew. This is the most restrictive form of Intensive Supervision and is used on offenders of highest risk of violating the conditions of supervision. Electronic Monitoring can also function as an alternative to incarceration.
