An Ignition Interlock Device, commonly referred to as an "IID," is a device the size of a hand held calculator that prevents a vehicle from starting if it detects a blood alcohol concentration (BAC) over a pre-set level. It is located inside the vehicle, near the driver's seat, and is connected to the engine's ignition system. A driver who operates a vehicle with an IID installed must blow air into the device before the vehicle is started and randomly while the vehicle is in motion. If the BAC is above a specified level, the vehicle will not start. If the BAC of the driver is above a specified level and the vehicle is in motion, an alarm of some sort will sound depending on the device installed.
The Prevention of Underage Drinking and Access to Alcohol Act became effective January 1, 2008. The Act provided for the implementation of an IID program and designated the South Carolina Department of Probation, Parole and Pardon Services (SCDPPPS) as the lead agency in administering the program. Along with SCDPPPS, the South Carolina Department of Motor Vehicles (SCDMV) and the South Carolina Department of Alcohol and Other Drug Abuse Services (DAODAS) have all partnered together to develop a program aimed at reducing the incidence of intoxicated driving.
The Act provides that i f you have been convicted of a second or subsequent DUI offense, have completed the required license suspension period, and the Alcohol and Drug Safety Action Program (ADSAP), and you wish to get your driver's license back, you must first go to an approved IID vendor to have an IID installed. Once an IID has been installed, the vendor will provide you with a certificate of installation. You must bring the certificate of installation to your local SCDMV office and request an IID Driver's License. Every 60 days after the IID is installed, you will need to go back to the vendor who installed the IID and have the device inspected and any data collected by the device downloaded. This data will be transmitted by the vendor to the IIDP Administrator for review. The length of time you will be required to have the IID installed will depend upon your convictions and any violations you might have during the program.
