The Interstate Compact for Adult Offender Supervision (S.C. Code Section 24-21-1100 - 1220) is a reciprocal agreement permitting the transfer of adult offender cases between member states under certain conditions.
|
PURPOSE
The purpose of the Interstate Compact for Adult Offender Supervision (ICAOS) is to maximize public safety by addressing the transfer of supervision requirements of the member states and territories. Parole boards, courts and probation agencies are not able to handle the planning for and supervision of adult offenders when their residence and family resources exist outside their political boundaries. Most required levels of community based supervision are available through the cooperation of Interstate Compact Offices in the transfer of supervision.
PROGRAM OVERVIEW
Supervision of offenders on community supervision, who meet specific eligibility criteria, may be transferred to another state under the ICAOS. The Compact is operated within the Field Operations Division’s Interstate Compact Services Office. That office is responsible for coordinating and communicating the required information and documentation required under the rules of the ICAOS and to insure that the Department is in compliance with the ICAOS. The total number of Compact cases transferred to or from South Carolina is approximately 4,300 offenders.
