APPLICATION DEVELOPER III

  • LOCATION:  Richland County  
  • CLOSING DATE: -- 
    • *Telecommuting 2 days a week.
    • Under limited supervision, analyzes and documents SCDPPPS custom software applications to include, but not limited to the Offender Management System (OMS), the Parole Information Center (PIC), and Ignition Interlock Devices (IID)/Ignition Interlock Management System (IIMS) along with integrating and/or choosing appropriate commercial off the shelf solutions (COTS). 
    • Familiarity with SQL Server Reporting Services (SSMS), PowerBI, or similar reporting technology.  
    • Works closely with the Management Team and assists senior management in the development and implementation of 1, 3, and 5 year software “Strategic Plans” that encompass the current resources and direction while progressing towards a newer, more secure, and updated software systems. 
    • Works together with the Application Development team to perform analysis, design, implementation and modification of computer systems.

APPLICATION SUPPORT ANALYST

    • Administers database management systems for statewide web form based .NET applications. 
    • Advises the Application Development Manager on defining goals and objectives for the information system.  
    • Develops and maintains data standards, documentation, and security and authorization procedures. 
    • Acts as assistant database administrator. Maintains tables to ensure data integrity. 
    • Assist with design and maintenance of physical data models. 
    • Uses SQL scripts to backup databases, to check for data consistency and to support optimum record retrieval by maintaining indexes. 
    • Test and implement new software to aid in the operation, performance and debugging of the database system.  

DOMESTIC VIOLENCE AGENT

    • Under general supervision, the Specialized Domestic Violence Agent will serve as the first line of supervision for a Domestic Violence caseload. 
    • Maintain a professional communication network inside and outside the Department, promotes public relations within the local community and with service providers. 
    • Maintains effective knowledge of all areas of Domestic Violence Supervision, Programs, Policies and Protocols. 
    • Participates in trainings and maintains all requirements for Domestic Violence Certification.

FIELD OFFICE SPECIALIST

    • Serves as a liaison between SCDPPPS business units and ITS customer service initiatives as it relates to the applied use of IT hardware and software resources by the SCDPPPS end user community. 
    • Works with ITS management staff and other ITS sections to create, document, identify and resolve end user support issues. 
    • Will be responsible for overseeing the technical support of SC Parole and Pardon hearings.

IT TECHNICIAN III

    • Hybrid Telecommuting Position
    • With limited direct supervision installs, configures and troubleshoots network connectivity, mobile and desktop hardware and software specifically to include audio video conferencing management on Polycom, Webex, Teams etc. 
    • Support includes computer hardware, printers, operating systems, electronic mail, work processing and local databases. 
    • Designs, installs, troubleshoots and implements all layers of endpoint management in a network infrastructure. 
    • Responsible for IOS platforms, AirWatch administration, image creation and management.  
    • Plans and manages medium to large scale projects. 
    • Serves as a technical resource for all information technology systems support areas. 
    • May serve as Team Lead on projects. Provides technical advice to senior level management.   
    • Document technical and non-technical changes, procedures, proposals and etc. 
    • Creates and provides documentation and training for users and staff.

    • Under limited supervision of the Paroles, Pardons and Release Services Project Coordinator, provides technical and professional services to include research and analysis, processes improvement, hearing facilitation and division related communication.

PROBATION AND PAROLE LAW ENFORCEMENT OFFICER I

    • Reviews background information, interviews offenders, assesses offender risk and needs and develops supervision plans. 
    • Explains conditions of supervision to offenders; counsels offenders regarding appropriate behavior and life skills; refers offenders to appropriate services.

REHABILITATION INTAKE SPECIALIST

    • Under the general supervision of the Rehabilitative Service Manager, the Rehabilitation Intake Specialist will be responsible for organizing, processing and documenting referrals for the Rehabilitative Services section. 
    • Conduct orientations and assessments for programming to determine appropriate levels of intervention and perform contact with offenders and victims. 
    • Assist in evaluating and enhancing the intake process.

RELEASE EXAMINER

  • LOCATION:  Statewide

    • *Responsible for Release Examinations work in the Upstate area. Office location TBD.  
    • Responsible for performing any one or a combination of professional-level probation and parole functions to include supervision of intensive, high, and administrative risk offenders, conducting investigations, oversight of Court/Board related functions and performs general law enforcement duties such as maintaining order during emergencies and participants in special operations. 
    • Responsible for gathering information regarding the criminogenic risks and needs of incarcerated inmates and utilizing evidence-based practices to develop and document re-entry and supervision plans.

SEX OFFENDER AGENT 

  • LOCATION:  Hampton County
  • CLOSING DATE:  12/20/2023 
    • Under direct supervision, Sex Offender Agent I is expected to have a thorough understanding of the sex offender conditions, laws, restrictions and forms that are associated with the program. 
    • Monitors and documents the enforcement of the condition of non-sex offender supervision. Understands the South Carolina Sex Offender Registry requirements, proximity limitations on where the offenders may live, work, and frequent, sex offender treatment processes, and the use of digital media. 
    • Agents are also expected to be able to identify red flag behaviors associated with reoffending.   
    • Agents need to understand the offense cycle of sex offenders in order to determine if an offender is at risk of acting out. 
    • Further, they need to have an understanding of various treatment methods for sex offenders in order to monitor their progress.

Officer Requirements

Badge

Applicants for the Probation and Parole Law Enforcement Officer Career Track must hold a bachelor's degree with at least 15 semester hours in social or behavioral science courses; an associate’s degree and two (2) years of military or law enforcement experience (to include Class1 or Offender Supervision Specialist experience) may be substituted; or a high school diploma and four (4) years of military or law enforcement experience (to include Class 1 or Offender Supervision Specialist experience) may be substituted.  Officers are Class-One Certified and must complete the Basic Training Program at the Criminal Justice Academy in Columbia, the Department's Basic Training courses and on-the-job training

Additionally, applicants:

  • Cannot have been convicted of a misdemeanor crime of domestic violence or be subject to a criminal domestic violence restraining order. (Forfeiture of bond, a guilty plea, or a plea of nolo contendere is considered the equivalent of a conviction.)
  • Must complete a Fair Credit Reporting Act Disclosure authorization.
  • Will be fingerprinted for a criminal background check.

Upon a conditional offer of employment, an applicant must undergo a screening for illicit drugs a physical examination, and a psychological screening.

Applicants interested in applying for the position of Probation and Parole Law Enforcement Officer I, must then take the Department’s test focusing on reading comprehension and vocabulary.  On the date of testing, applicants must bring a copy of the state application which includes the Probation and Parole Agent Checklist, certified college transcripts or high school diploma & DD -214 (if applicable), photo ID and Social Security Card to the designated test site.

Offender Supervision Specialist

In 2017 SCDPPPS was granted statutory authorization to hire a new staff position for which members of the public may apply. Offender Supervision Specialists (OSS), are non-Class 1 staff members who monitor low level offenders for a team of Class 1 certified Agents and handle non-law enforcement duties associated with these offenders. The monitoring duties conducted by OSS staff consists of the review of supervision reports, financial reports and arrest records. OSS staff are not assigned high level or sex offender cases. (Offender supervision level is determined by a risk and needs assessment administered to offenders.)   

OSS staff experience minimum contact with offenders in the SCDPPPS County Offices. Class 1 Agents continue to address and handle all offender violations. OSS do not perform face to face contacts with offenders in the field, do not issue or serve legal process and do not transport offenders. OSS staff do, however, attend the SCDPPPS 3-week Basic Training to learn basic supervision skills. OSS staff also receive office safety training.
