The South Carolina Board of Paroles and Pardons is composed of seven members, one each from the state's six congressional districts and the seventh in an at-large capacity. All are appointed by the Governor, subject to approval by the Senate. They serve six-year staggered terms and can be reappointed. If vacancies occur, the Governor selects a replacement before the term expires.
The Board is vested with the following statutory powers:
- Granting or denying paroles and pardons
- Revoking, modifying, or rehearing paroles
- Making recommendations on petitions for reprieves and commutations referred by the Governor
The positions of chairman, vice chairman and secretary are elected by majority vote of the Board.

James H. Williams – Chair
James H. Williams of Easley represents the Third Congressional District. Williams was appointed June 2003. He is a veteran of the US Army and has worked in the field of secondary and post secondary education for the past 33 years holding a wide range of positions. He retired as a Vice President for Student Affairs. Williams holds a Bachelor of Science Degree in Biology from Voorhees College, Master’s Degree in Educational Administration from Clemson University and the Master of Divinity Degree from Erskine Theological Seminary. He is an ordained Minster and serves as Assistant Pastor of Easley Union Missionary Baptist Church. Williams is a member of Omega Psi Phi Fraternity, Inc. Mu Pi Chapter where he serves as Chaplin. He also holds membership in many other civic, professional, and public service organizations. He is a member of the Advisory Board of the Charles H. Houston Center for the Study of the Black Experience Affecting Higher Education at Clemson University, Board of Directors for the Pickens County Meals on Wheels and has received numerous awards and honors for his contributions to the field of education. He is married to Dr. Frankie K. Williams.

Karen Walto – Vice Chair
Karen Walto of Tega Cay is the At-Large member of the Board. She is a licensed registered nurse in South and North Carolina and active volunteer in the York County area and currently works for Hospice Care South Carolina as a registered nurse. She has worked as a volunteer for the York County Health Department. Until recently, she was a member of the SC Juvenile Parole Board and is presently the 16th Circuit representative on the Foster Care Review Board. Among her volunteer activities, Walton has served on the Governor’s Task Force on Juvenile Justice for the 16th Circuit since 2000; the Board of Zoning Administrators for Tega Cay since 2004; the Fort Mill Red Ribbon Chair since 1996; and as confirmation director for St. Philip Neri since 1990. She also has been an auxiliary probation officer for the Department of Juvenile Justice since 1996. Walto is a graduate of St. Anthony Hospital School of Nursing, Terre Haute, Indiana.

Orton Bellamy – Secretary
Representing the First Congressional District since 1995, Mr. Bellamy is a native of the Brooksville Community of North Myrtle Beach. He is a graduate of McKendree College, Lebanon, Illinois and attended Webster University Graduate School. He is a retired US Army Logistics Officer. Mr. Bellamy is a member of the Foster Military Masonic Lodge #67, Aahmes #33 Shrine Temple, Waccamaw Youth Council, Conway Lions Clubs, Conway Branch of the NAACP, Conway Area Beautification Committee, Horry County Clemson Extension Agency and Mt. Calvary #2 Missionary Baptist Church.

C. David Baxter – Member Representing the Fourth Congressional District, David Baxter was appointed in 2007. He is a Project Manager with AT&T and attended Virginia State College, Petersburg, Va. Baxter previously served on the Parole Board from 1995 to 2001, and served as board chair. He is a past member of the Leadership Greer Board of Directors, past Miracle Hill Board member and is a past board member of the YMCA. He is a Sunday School teacher and Deacon at Hampton Park Baptist Church and is a Christian School basket ball coach.

Jim Gordon – Member
Columbia real estate executive Jim Gordon represents the Second Congressional District. Appointed in March 2005, Gordon is president of the Gordon Real Estate Company and is a certified Real Estate Brokerage Manager and a member of the Society of Office and Industrial Realtors. He has long been active in the community, serving on the Lexington School District 5 board and the Palmetto Tax Coalition. He also has been involved in prison inmate assistance groups, such as Prison Fellowship and Justice 2000 Coalition, where he served on the board. A native of Columbia, Gordon is a graduate of the University of South Carolina and served in the United States Marine Corps during the Viet Nam war. He is married to Jill C. Gordon and the father of two sons. He attends Calvary Chapel Church.

Dwayne M. Green – Member
Representing the Sixth Congressional District, Dwayne M. Green of Charleston was appointed in March 2005. Green, who is a trial attorney, has been practicing law since 1995 and is a partner at Hampton Green, LLC, a firm he co-founded in 2001. Green graduated from Porter-Gaud School in 1987 and now serves on the school's Board of Trustees. He also graduated from Princeton University in 1991 with a degree in Politics. Mr. Green is very active in the community, and has served on the board for the YMCA of Charleston for over eight years. He also has served as Assistant Corporate Counsel for the City of Charleston, and as Chair of the Charleston Board of Architectural Review. He currently serves as a Trustee for the Historic Charleston Foundation and as attorney for the Town of Awendaw. Green was recently named a recipient of the Liberty Fellowship, a statewide leadership program sponsored by the Liberty Foundation.

J.P. Hodges – Member From Bennettsville, J. P. Hodges has served on the Board as representative of the Fifth Congressional District since 1987. A native of Marlboro County, Mr. Hodges is a farmer and a 1942 graduate of Clemson University. Involved in numerous community activities, he is a member of the Rotary Club and the S.C. Probation and Parole Association. Mr. Hodges serves on the area advisory board of Carolina Bank and Trust, and is a District Commissioner with the Marlboro Soil and Water Conservation District. He is past president of the Marlboro Historical Society, past president of the Marlboro County Farm Bureau, and past vice president of the S.C. Farm Bureau. He is also past chairman and former executive director of the State Agricultural Stabilization and Conservation Service. Mr. Hodges is an active member of First United Methodist Church in Bennettsville.
