The Department is composed of three divisions: Field Operations, Administrative Services, and the Legal Services Divisions.
Field Operations Division
The Field Operations Division supervises offenders under the Department's jurisdiction through 475 Probation/Parole Agents and other staff in 46 county offices; five county satellite offices (Beaufort, Berkeley, Dorchester, Florence, and York counties); three Residential Services Centers (Charleston Community Residential Center, Columbia Residential Center, and Spartanburg Residential Center); and, a Headquarters facility in Columbia, SC. Its duties include:
- Assessing offender risk and needs in order to provide offenders access to specialized service providers and other available resources. The Department will devote the most time, effort and resources on those offenders who appear to be the most likely to fail under supervision.
- Monitoring offender activities in the community and promoting offender compliance with conditions of supervision by developing, operating and evaluating a variety of community sanctions and supervision capacities that necessitate accountability. The Department wants offenders to successfully complete their supervision period. This means that our interventions will promote the offender’s ability to make positive changes in his or her life and that our actions are taken in response to present or potential problems that may interfere with the successful completion of supervision.
- Enforcing the conditions of supervision by issuing citations or arrest warrants if violations occur.
Also a part of the Field Operations Division are Interstate Compact Services; Residential Services; Field Programs and Special Operations. This Division is overseen by Deputy Director Jeff Cogdill.
Administrative Services Division
The Administrative Services Division is responsible for oversight of human resources management; human resources development; fiscal and materials management; budget management; records management; data management; and information technologies. It is headed by Deputy Director Kela Thomas.
Legal Services Division
The Legal Services Division represents the Department in all legal matters that may arise during the daily operations of the agency, as well as in litigation and at administrative hearings. It also provides administrative support to the Parole Board. Also part of this Division are the Internal Audit, Public Information, Administrative Hearings, Victim Services and Community Affairs sections. This Department is directed by Deputy Director Teresa Knox. |
