Effective July 1,2023, I assumed the Acting Director’s position at the South Carolina Department of Probation, Parole and Pardon Services. I am honored and privileged to be given this opportunity to lead the third largest

law enforcement agency in the state.

I am committed to keeping the Department’s vision to be recognized nationally as a catalyst for positive change in the lives of offenders, a force for public safety, a leader in victim services and a responsible steward of public funds.

We will continue to educate and serve the citizens of South Carolina as we Prepare, Provide and Protect.

BIOGRAPHY

Melvin Warren, a Williamsburg County native, was appointed on July 1, 2023 as Acting Director of the South Carolina Department of Probation, Parole and Pardon Services (PPP) by Governor Henry McMaster. Mr. Warren joined PPP in the Office of Professional Responsibility (OPR) in July of 2019 and was promoted to OPR Director in the fall of 2022, where he has conducted numerous, varied internal investigations.

Prior to serving at PPP, Mr. Warren had an extensive and distinguished career in law enforcement with the South Carolina Highway Patrol in the Department of Public Safety (DPS), retiring as a Major after 34 years of service. During his tenure at DPS, Mr. Warren: (1) directed over 400 State Troopers, (2) managed division operations and Troop Commanders, (3) assisted with the implementation of patrol strategies to prevent traffic collisions, and (4) assisted with the enforcement and implementation of hazardous weather and special events procedures throughout the state.

Mr. Warren earned a Bachelor of Science in Social Work from Coker College in Hartsville, South Carolina and a Master of Arts in Counseling from Webster University in Saint Louis, Missouri. He attended the Federal Bureau of Investigations (FBI) National Academy in 2011, has received numerous commendations and awards throughout his career, and is a member of many professional organizations.
